The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

Role description

Under direction of the ZSFG Chief Executive Officer, the Chief Nursing Officer provides nursing leadership, administrative direction, and ensures the alignment of the nursing program with ZSFG’s mission, values and vision; provides oversight for overall nursing operations; supervises nurses and nurse managers; facilitates the design and implementation of patient care delivery; recommends strategies to improve services, attain established goals, and maintain a positive and collaborative work environment.

ESSENTIAL DUTIES:
The 1165 ZSFG Chief Nursing Officer performs the following essential job functions:
Develops and implements division goals, objectives, policies, and priorities; determines service levels and resource allocation.
Plans, coordinates, directs and evaluates the delivery of medical, clinical and health care by maintaining and ensuring standards of care, practice and performance; develops, implements and evaluates the department’s plan for the provision of medical, clinical and health care.
Develops organization wide patient care programs, policies, and procedures that guide and support the provision of services; assesses and improves the provision of medical, clinical and healthcare services through the implementation of effective programs to measure quality.
Monitors the work of and mentors or coaches subordinates to improve performance; participates with medical, clinical and healthcare leadership to determine appropriate staffing levels, hiring plans, training needs, and staff qualifications and competencies for efficient and effective operations.
Monitors the efficiency and effectiveness of the departmental organization structure, staff assignments, service levels and administrative systems; identifies and analyzes opportunities for improvement; implements improvements.
Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet healthcare reform or other new medical or clinical programs, while continuing to address major medical, clinical and health care priorities.
Advises executive leadership on matters pertaining to staffing, finance, facilities and other operational matters; reports on infrastructure or changes required of bylaws, rules, regulations and department policies and established professional standards.
Provides leadership and oversight for the infrastructure of data collection, analysis and reporting to support quality (operational, clinical and patient experience) outcomes.
Communicates regularly with medical, clinical and healthcare executive-level management regarding the Department's activities and coordination of efforts with other City departments in addressing the needs of the City; represents the Department before legislative boards, regulatory bodies, other healthcare agencies, and medical, clinical or advisory committees.
Assesses and responds to community needs; provides consultation and advice to boards, committees and representatives from federal, state and local agencies.
Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives. Implements and closely monitors budget expenditures of the operating budget for a major area of responsibility typically including multiple divisions.
Provides executive management with an early warning and practical options to potential cost overruns.
The 1165 Chief Nursing Officer performs other duties as assigned and required.

How to qualify

EDUCATION:
Possession of a master’s degree in nursing from an accredited college or university.

EXPERIENCE:
Three years of experience as an administrator of a large general teaching hospital or related organization; three years of complex health care administrative experience or an equivalent combination of training and experience.

LICENSES AND CERTIFICATIONS:
Possession of a valid California Registered Nurse License*

Applicants possessing a valid registered nurse license issued from another US state may apply, but if selected, the candidate will not be hired until they obtain a valid California Registered Nurse License.

DESIRABLE LICENSES AND CERTIFICATIONS:
Certified Professional in Healthcare Quality (CPHQ)
Certified Professional in Health Care Risk Management (CPHRM)
Lean Certified
Nurse Executive Advanced-Board Certified (NEA-BC)
Certified in Executive Nursing Practice (CENP)
One-year full time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full time employment.

DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:
Five (5) years of verifiable, full-time professional experience practicing bedside nursing.
Ten (10) years of verifiable, full-time administrative experience as a Nursing Executive in a position of senior management as a director or above.
